For more than 25 years the Product Safety Act has been in force throughout Europe, and yet there are many manufacturers and importers of bicycles that are not familiar with it. Anyone who imports EPACs into or manufactures them in the EU cannot avoid dealing for example with the CE marking.
With the CE marking missing these bicycles with electric assistance must not be sold. If they are placed on the market nevertheless and cause damage in use, manufacturers or importers must be prepared to face legal action and high compensation for damages.
However, market surveillance authorities can impose a sales ban on EPACs, e-MTBs and e-transportation bikes even without event of damage if they detect deficiencies in the extensive chain of the conformity procedure. That’s what happened in Italy, Switzerland and Germany with several manufacturers and importers – this year alone.
After many successful training courses for manufacturers over the past ten years or so, Zedler-Institut has now widened and adapted their range of workshops and published new dates, also for training courses and individuals held in English. From autumn 2023 on, the experts in conformity, technical documentation and testing will address specifically decision makers and key staff in the companies with their widened offer.
Founder and managing director Dirk Zedler is happy about the widened training programme: “We have already accompanied many market surveillance procedures of our customers in some European countries and have jointly developed missing documentation or provided test results including protocols in a ‘rush’ procedure, for example. It is our goal to prevent market surveillance authorities from threatening sales bans in the first place. We have gathered the deficiencies we have identified in the companies and let the manufacturers share our wealth of experience.”
Zedler-Institut’s new offer is a follow-up workshop fully-assembled bicycle testing. This workshop is exclusively tailored to each company and mainly addresses technicians and persons in charge of conformity.
